Criminal organizations should not only have intentions to engage in PvP only. We understand it happens however it should be the absolute last step to resolution.
Criminal organizations may form an alliance with one other criminal organization. Organizations not in an official alliance are not permitted to assist other organizations in war or other gang related activities.
Criminal organizations are responsible for the actions of their members. Leadership of the organization should correct any issues coming from below them as the result of the action may result in disciplinary action on behalf of the entire organization.
Members who accept a pledge into an OFFICIAL criminal organization are accepting that they may be perma-deathed as a result of being removed from the organization or engaging in a violation of the organizations rules. The leader of the organization must approve of the perma.
Alliances should be broke throughout roleplay. They should not become an instant betrayal.
A war may be declared between two rival gangs however; limitations must be met before a war is considered approved. There must be multiple negative interactions between the two organizations. An escalation of conflict must have occurred. A clear and absolute reason as to why a war is required. Leaders between the two organizations must have an in-person meeting declaring a war, setting limitations, a zone. Wars may not occur on or near any government property or player owned business. Looting during a war is at player discretion. There must be an attempt at trying to resolve the conflict before a war is sought.
There must be a period of 30 days between an organizations last war before another can be declared.
Wars can be ended by coming to a resolution agreed upon by both leaders, a surrender by one of the organizations, the objective was accomplished.
A complete war may be rather sought than a normal war. These wars will result in the end of a criminal organization. Perma-deaths will be required if a member of the organization becomes flat-backed. These wars may only be used with approval from the organizations team and when there has been a minimum of two wars between the two rival organizations.
Organizations at tier 1 are permitted custom clothing as well as a given territory. Unofficial organizations are not permitted to claim a zone territory; however, they're permitted to consider a home as a hangout / organization location. Organizations are permitted to defend their territory and are not bound to player scene limits if it is their territory.
Criminal organizations are limited to normal scene limitations as defined in the general roleplay rules. When it comes to attacking other criminal organizations territories, the attacking party is bound to a maximum of 7 members.
A criminal organization is required to have a designated leader. The selection of the leader must be set within the organization's rules.
Criminal organizations are not permitted to control a publicly accessible zone that they do not own. EX: Controlling the weed farm.
Organizations are required to keep an active tracker / roster of all of their members. Tier 1 organizations are permitted to have 10 active members and 4 hang-arounds. Tier 2 organizations are permitted to have 13 active members and 5 hang-arounds. Tier 3 organizations are permitted to have 17 active members and 5 hang-arounds.

Players are expected to value their life when it comes to any situation where they might die or become seriously injured. This includes but is not limited to being outnumbered with a gun to your head, running from someone who has a gun pointed at you, not complying with demands when a serious threat is posed, hitting a ramp at 100 MPH.
Killing or seriously harming another player without legitimate reasoning or roleplay escalation is prohibited.
Using a vehicle as a weapon without a realistic and justified roleplay reasoning is prohibited.
If you are put into the second stage of death (flat-backed), you're not permitted to return to the scene to continue the same conflict. Your character will forget everything that happened in the last 30 minutes of roleplay leading up to being put in the second stage.
Using information your character did not obtain within roleplay is not permitted to be used. It is prohibited to be within a Discord voice call while playing within the city, using someone's stream as information, or OOC chat. This rule is exempt when made clear by leadership for business / department operations.
Forcing an unrealistic action onto another player or abusing the GTA V mechanics is prohibited.
Players are expected to create immersive, believable, and realistic scenarios. This includes but is not limited to; ignoring injuries, driving unrealistically after a serious crash, treating every situation like a video game.
Your last intention should be to use a gun. It is strictly prohibited to have the mindset of only wanting to join the city to shoot.
Disconnecting in the middle of a scene to avoid roleplay or consequences of roleplay is prohibited. This includes getting away from the cops and then logging off within 10 minutes to refrain from being found. Should you disconnect un-intentionally, please use the designated Discord channel to explain why you got disconnected with proof. The excuse of not having enough time to finish the scene will not be accepted.
Revenge should be built through meaningful roleplay. It should not be a repeating cycle until one person gives up.
You're not permitted to use an NPC as hostage during robberies or other scenarios.
A player is permitted to perma death their character at their own wish. This must be done through roleplay and SAFR / Doctors must be there to approve of the perma. When SAFR or a Doctor is not able to be present, LEO's may confirm the death. The Chief Justice of the DOJ may issue a death penalty under certain circumstances. When a player is perma death, they may not continue roleplay or fly in on that character.
Sexual roleplay is only permitted when everyone in the scene clearly permits it. Sexual roleplay should be kept in private areas and not in the public eye. Non-consensual ERP or sexual harassment is strictly permitted.
Violence and criminal activity are prohibited in designated safe zones unless otherwise permitted by server staff. Safe zones are spawn areas and hospitals.
Do not involve yourself in an on-going situation unless your character has a legitimate reason to do so.
It is prohibited to purposefully provoke law enforcement without meaningful roleplay. This includes but is not limited to, speeding past cops constantly, looking for police chases, doing donuts in the middle of the street just to get attention.
Whenever possible, prioritize creating enjoyable roleplay over trying to "win" through technical rule interpretations. Do not stop a scene because a rule break has occurred, do not talk about reporting another player when in city or using "bible talk".
It is prohibited to speak outside of your character. Referencing cousins (other souls) in roleplay should never happen. This includes transferring knowledge from one soul to another.
Using third party enhancements is strictly prohibited. This includes but is not limited to, external crosshairs, cheats, visualizations that have an advantage.
It is strictly prohibited to abuse a glitch in the game for any sort of advantage. You should immediately report any type of glitch or bug to our development team!
